I recognized this guy and even though I think this is your weakest piece so far, you still managed to capture his arrogance which really makes me dislike this dude. There is something funny going on with face below the eyes. The way you did the shading under his left eye makes it seem very recessed, almost as if he had no cheek bone there. This does not match with what is happening under the right eye. In this style of drawing, shading with hatch lines is great in that you can use the direction and flow of you shading to indicate shapes and surfaces. You do well with this technique for the most part but in this case, the lines curving towards the nose make it seem like that plane of the face is a concave, tunnel-like feature.
